ActionPakistan outlines a Six Point ActionPlan for Pakistan
by Syed Aman- ActionPakistan.com- released- Feb 24’ 2010
1) ESTABLISHMENT OF A NATIONAL UNITY COUNCIL (NUC)
The current political organizations are collectively choking the nation. We urge our founding political leaders (especially those who founded their individual parties) and have already contributed to the nation to leave their political parties and join the National Unity Council.
2) RE-ORGANIZATION OF THE GOVERNMENT. Efficiency, Integrity and Trust are vital for success
Executive Department (need only one leader)
Pakistan’s Parliament to take a serious role in making constitutional amendments (where necessary) so that our future Executive Governments can be more efficient.
Eliminate the Presidential post and all Governors positions.
Authorize no more than 11 Federal Cabinet positions. All positions to be confirmed by the parliament.
See our Executive Government section for more details on Executive Government.
Political parties must run with both candidates on their ticket upfront.
A Prime Minister and a Deputy Prime Minister must be part of a political ticket. Chief Minister should run for each province similarly. No need for Provincial ministers. Technocrats should be running all Provincial positions.
Mandatory Background Checks and an independent Bureau of Investigation
All federal employees (elected or appointed) must go thru a background check by an independent authority.
3) DECLARATION OF NEW STATES AND STATE CAPITALS
Establishment of New States- Waziristan and Gilgit/Kashmir
Parliament to start immediate deliberations with all Provinces and regions in declaration of two additional States or Provinces, namely Waziristan and Gilgit-Kashmir.
Establishing new State Capitals.
We strongly urge Parliament and State leaders to move their State Capitals to a central location. Capital of Punjab for example should be centrally located but not in Lahore.
4) THREE LEVELS OF GOVERNMENT MUST BE FULLY IMPLEMENTED- Federal, Provincial, and Local.
Cities and large towns must have constitutional powers to elect and develop their form of government either direct run by the elected Mayor or an appointed Nazim or City Manager. States or Provinces must not meddle with local elected bodies. Small villages and towns must be assisted by a regional planning agency in running their local governments and infrastructure support.
5) JUDICIAL RESPONSIBILITIES AND LAW AND ORDER.
Independent Judiciary is vital but Pakistan needs a complete overhaul of its court system as well as upgrading of all law enforcement facilities. Prosecutors and District Attorneys must be independent of any political pressure. Large scale demonstrations must be restricted across the country with local jurisdictions and law enforcement agencies to have the constitutional powers to restrict such activities.
6) ESTABLISHMENT OF A PUBLIC WORK CORPS (PWC)
Parliament to create new enabling legislation and authorize a large Public Work Corps to start building nations infrastructure: roads, windmill farms, solar collectors. hospitals, clinics, and schools. Pakistan’s Armed forces can play a vital role in providing logistical support in facilitating public work programs. PWC will create thousands of new jobs and upgrade our infrastructure system.
